  • MINUTES
The Commission reviewed the meeting minutes of March 17, 2014 and made the following corrections:

Page 3 – In the motion to approve, remove 2,000 gallon and 1,500 gallon from the motion.



Motion to approve the regular meeting minutes from March 17, 2014 as amended.  MADE: Robert Friedmann.  SECONDED: John Talbott.  VOTING IN FAVOR: R. Friedmann, M. Fish, J. Talbott, M. Delmonico and T. Farnham.  ABSTAINING: None. OPPOSED: None. APPROVED: 5-0-0.

Motion to pay Branse Willis & Knapp invoices totaling $407.00. MADE: John Talbott.  SECONDED: Robert Friedmann.  VOTING IN FAVOR: R. Friedmann, M. Fish, J. Talbott, M. Delmonico and T. Farnham.  ABSTAINING: None. OPPOSED: None. APPROVED: 5-0-0.


Motion to pay Nathan L. Jacobson & Associates invoices totaling $663.76. MADE: Robert Friedmann.  SECONDED: John Talbott.  VOTING IN FAVOR: R. Friedmann, M. Fish, J. Talbott, M. Delmonico and T. Farnham.  ABSTAINING: None. OPPOSED: None. APPROVED: 5-0-0.

  • WORKSHOP
             Zoning Regulations – Discuss possible amendments to outdated and conflicting                regulations

The Zoning Commission continued their discussion on possible text amendments and instructed the Zoning Enforcement Officer to make further corrections, send to legal counsel for review and schedule public hearing.

  •        OUTDOOR SEATING RENEWALS
The Zoning Enforcement Officer reported on outdoor seating renewals received to date and advised that she is waiting for receipt of additional renewals.         The Zoning Commission reviewed the following renewals as submitted:

The Commission asked the ZEO to review the proposed increase in seats at the Pursuit of Pastry, 709 Boston Post Road.  

  • COMMITTEE, REPRESENTATIVE & STAFF REPORTS
        The Zoning Enforcement Officer reported on the following:

  • Tractor Supply, Middlesex Turnpike – Heavy rain last week resulted in erosion of the detention basin on the property.  Staff is working with the applicant to correct the problem.  Tractor Supply painted the rooftop mechanicals to try to minimize their visibility.  The Commission determined that the painting of the mechanicals does not provide adequate screening as required by the regulations. The Commission advised the ZEO to request that Tractor Supply provide another option for screening and that the Architectural Review Board may be able to provide suggestions.
  • Max’s Place, Spencer Plain/Center Road West – The ZEO updated the Commission on the status of construction and advised that staff is monitoring the soil erosion and sedimentation control and the newly installed drainage after the heavy rains last week.
  • Walmart, 665 Boston Post Road – An application for the temporary outdoor garden sales area has been received and proposed in the same area as last year with an end date of August 31, 2014.  The Commission authorized the ZEO to handle administratively.
  • Becker’s Jewelry, 105 Elm Street – Becker’s is proposing to move their gold buying business into the current Oscar J. Jewelers location.  The proposed location in the Old Saybrook Shopping Center which is permitted as a Special Exception Permit. The ARB made many suggestions to amend the proposed sign as it was presented.  The ARB is concerned the proposed box sign is not channel lettering and is not consistent with all the other signs on the Elm Street façade.  The ZEO provided a revised sign plan. The Commission agreed with the ARB that the applicant should maintain consistency with the other businesses and that the sign should be referred back to the ARB to make sure it is consistent with the conditions of approval.
  • ADJOURNMENT

Motion to adjourn the meeting at 8:50 p.m. to the next regularly scheduled meeting of April 21, 2014 at the Old Saybrook Town Hall, 1st Floor Conference Room, 302 Main Street at 7:00 p.m.;   MADE: T. Farnham.  SECONDED: Robert Friedmann.  VOTING IN FAVOR: R. Friedmann, M. Fish, J. Talbott, M. Delmonico and T. Farnham.  ABSTAINING: None. OPPOSED: None. APPROVED: 5-0-0.
